To be legal driver you need to get the driving licence which can be very hard in  different countries and very expensive. In France to get a driving licence it is required to complete more that 2 years worth of training ( with parental supervision) and cover at least 3000km. In many countries you just need to pass a theory test and a practical test, funny situation is in Mexico where you can get your licence without taking an exam... also it's very  similliar in India and Pakistan. You will only be asked to take a car through a series of cones or just drive straight ahead, turn left, right and congratulations you get your driving license. Japan and Finland are the total opposite. Apart from the theory and practical test there is also needed an aptitude test for vision color blidness and even hearing and physical fitness. More over you need to complete seven hours of first Aid theory, 18 hours of practical lessons and demonstrate skid control in icy weather and also ability to drive at night.
